How do they measure the wall thickness going through that hole you drill in a cage? What is the procedure?

Outside diameter minus the depth of the gauge through the hole.

thats it exactly from what I've seen

 

they'll also use that hole to feel for an inner seam, the tell-tale sign of ERW tubing

Fortunately for me, this cage is DOM.
