the CCR really only deals with the safety aspects of car prep - you would want to read the GTS ruleset to answer your question.

There are no GTS limits on exhaust design outside of the ccr's safety rules. (you probably don't want it to exit inside the cabin to keep the driver warmer in October events though) Decibel limits are defined by the tracks.
