My car has a fuel safe fuel cell. In AI tech rules it states the cell can not be more than 5 years old. Mine is a 2000. Could I still pass in these tight money times? Or will they make me replace it?

You cannot run with an expired bladder. And it's not just an AI rule, it's a CCR (all of NASA) rule. Get a new bladder and keep the receipt - it's your proof of bladder age. And if you have the external CobraR cell, well, welcome to the club. Doesn't matter if the one you have is in pristine, as-new condition either. But 2000 is getting pretty old anyway - when was the last time you inspected the bladder? It could be cracking and turning to jelly by now if it's had fuel in it most of that time.
