In HPDE it's often required in rain, fog or at dusk.

But if you go fast enough, very little water will get in the car. At least on the track. On the grid is a different story, but you can probably keep them rolled up until you get ready to roll off the grid.

Cars are required to run with both windows down to allow the Safety Team to get to you in the event of a crash or rollover. Open cars are required to run with the top down to protect drivers from being speared by the shredded remains of the top mechanism. When it rains they can ask the event director for permission to put the top up. This came about to allow drivers to protect their leather interiors from water damage but they must acknowledge the risk they are taking. If water damage is an issue for your car you can always ask permission to keep the windows up. When making the request you will need to present a strong case including your understanding of the risks. You won't automatically get permission but it doesn't hurt to ask.
