"Code 35 Restart" ?

I have seen this term "code 35 restart" used a couple of times in reference to a restart at a NASA event. Can someone explain it?

 

I did some digging around the internet and the only clear reference was that it has to do with the race field driving 35 mph during a full course yellow. But there is nothing in the CCR about it so I was wondering if this was something that was established during the driver's meeting.

This one is a VIR-specific flag.

 

Basically, when they throw the purple flag with a 35 on it, you slow down and maintain 35mph. Instead of full-course yellow where you catch up to the car in front and eventually follow a pace car, this is intended to freeze the field in relative place while an EV takes the track to clear an incident. Theoretically, you lose less track time this way.

 

They've always covered the details of it in the driver's meeting.

In track videos I was watching I could not see the purple flag and there was no mention of it so that clears it up.
