Question about installing a 5 point harness system

I am currently ordering an Autopower 4 point roll bar and my car currently has a Sparco Evo II seat. Can anyone tell me how do I install a 5 point harness into a 2005 Subaru STI? I understand how to do the shoulder and lap harness but the one that prevents you from submarining I'm a little confused about. Is it legal to mount it to the sparco seat base? This will also be my first time running in an HPDE event and I just want to make sure to have my car up to par for tech inspection.

While it may pass, I recommend you go through the floor under the seat. This way you are being held in by something other than the seat. You can get one of these, and a clip so install and removal is easy

Definitely don't mount the anti sub strap to the seat. It has to be mounted to the floor or at a minimum to the bolted-in base that the seat is mounted to. I would also go for a stronger backing plate on the chassis like https://www.torqued.io/planted-reinforcement-plate%20this%20one which I would screw with a grade 8 bolt as bolt -> spring washer -> washer -> Schroth triangular tab -> a couple washers to raise tab off floor and not put pressure on the sub strap -> chassis hole -> backing plate.
