7.21.5 clarification please "air filter installations&q

I have a 3rd gen GM specific question. I searched the topic on the forums and didn't see anything directly related...I hope I didn't miss it (I went back pretty dang far....).

 

2009:

7.21.5: Any commercially available air filter or air filter assembly may be fitted and modified. Air boxes and filters must reside inside the engine compartment or in the OEM stock location. Air filter installations intentionally designed to create a ram air effect are not allowed, even if they were OEM stock.

 

As I read the last line of the rule, it seems that the factory camaro TPI setup (pulling air from the pressurized nose area in front of the radiator) might violate this rule. I ask because it seems if someone were to build a 3rd gen carb'd application, the 'dual snorkel' air intake (factory) would be desirable as it pulls fresh air from both sides above the headlamps.

 

Now, perhaps both are legal as neither pulls from direct slipstream air....or maybe one is legal and the other isn't.

 

So, can a rules guru tell me if the pic below is legal? If you've not seen this in person, the ducts terminate forward into a plastic piece mounted above the inboard headlamp on each side. It is not exposed to direct slip-stream air, but it IS fresh (similar to chevy tpi....).

This is the stock carb set-up, I had it, it produces no miracles on the dyno or on track!

So, this is a legal setup for a thirdgen with a carb'd motor then?

The setup posted here:

Is very similar to the 1985 Ford Mustang GT carb'd setup, although the Ford snorkels actually go into the fenderwell. The Ford setup pulls fresh air, not forced air.

 

A previous discussion with the directors from last year deemed this set up legal.
