2016 rules V2 and Dustin from the Rockies

It came to my attention we managed to publish the 2016 without putting Dustin in there as the Rocky Mountain Director. oops! Come to think of it, we never did do a big announcement for Dustin did we? Welcome aboard the cmc director list Dustin!!! All of you guys in the RMR can direct all of your ire and nastigrams to Dustin now
