Q: Fuel Jugs - page 13-15

Apologies in advance if the answer is obvious:  What is the difference between the illegal fuel refilling jugs and the legal jugs?  They look pretty much the same to me, but I'm sure I'm missing something.  Thanks.

Jugs have been known to hold extra fuel in the extra handle, making them 6 gal jugs.  With a whole lot of "5+ gallon" jugs on the market, it is easier to enforce the 5gal per jug limit by mandating only certain approved jugs.  Even those, people try to expand by inflating with air pressure.  I've seen some with stretched bottoms that can't stand up on their own.
