ST4 splitter and air dam question

Rule 6.4.2 #3 states "Along the entire splitter, there must be at least 1” of fascia or air dam material above/superior to where the splitter intersects the fascia/air dam, including at any air intake region."

What is the phrase "including at any air intake region" supposed to mean?  Does that mean an air intake hole cannot be within 1" of the splitter?  Or is it saying that an air intake region counts as air dam/fascia material?

It allows an easy way to check compliance--measure from the air dam to the edge of the splitter to make sure it is only 4".   It also prevents someone from designing a splitter that functions as a much wider splitter--by claiming the overhanging front fascia is the measuring point, and then have a 6"-8" splitter below that.
