New to the race scene

I have just recently (within the last few months) become attracted to NASCAR and all forms of racing and would like to start racing too. I live in Northern California and am 17 years old. I would like to start racing with NASA Nor Cal but have no idea how to get start. Can I join at 17, and how do I?
