The idea is to keep racers from cherry picking from the TT racers and to recognise the difference in TT rules, etc. Now, if a driver does meet the TT and Racing qualification requirements, then of course they may do both! (no surprise) On the National Championship supplemental rules it says you must have 5 RACES to qualify to race but it doesn't say anything about your statement above that 2 TT's can count toward the 5 races.
