Clarification of the aluminum block rule

I'm toying with the idea of using a '71 Firebird chassis I have around for an AI car.

 

One of the questions I have is I understand that aftermarket blocks are not allowed, and rule 7.11.1 states that factory pieces (like an LS1) are legal. So;

 

Can I put an LS1 engine into a 2nd gen Firebird?

This rule seems to make no sense. Why are the bowtie's allowed to run an Aluminum block and the ford guys cannot run the Ford Motorsport Aluminum 5.0L block? They are both factory peices, the difference is that the ford one never made it into a production car?

 

Please advise.

Someone needs to do a car "Pro-Touring" style... Step up and hang a couple of hair dryers on an LS-6. A twin-turbo AIX car would be r-a-d!

Nobody ever got back to me when I asked if swapping a Rover block into an early Buick with a 215 was legal. Let's say I was to run this car:

The rover blocks are more readily available.
