2005 Rules - Torque Arm Safety

In the same light as the Driveshaft Loop thread - current rules call for a "suggested" loop for retaining the torque arm. I do not propose specific requirements (such as a loop), but would rather the rules be stated that the torque arm have a secondary restraint (such as cable, chain, loop, etc.) to restrict its movements in the event of a failure. I agree with making safety a priority, should it be mandatory?
