HPDE registration refund ??

Hello,

 

I'm in the process of building an AI car. Hopefully, it will be ready to go on the track by the HPDE at Road Atlanta in March. I would like to go ahead and register so I can make sure I have a spot. My question is if I do go ahead and register and pay w/ a credit card, if I can't make the event will NASA refund the full amount back to me if I notify them a week or two in advance?? From what I've heard the charges are put on the card as soon as you register, is this correct?
