I know 1 5/8 x.095 DOM tubing is not listed in the NASA CCR but a few cage builders in the area say they use it in a lot of race cars they build cages for. The CCR specifically says "Minimum tubing size for the roll cage is:" ...for 1501 to 2500 lb cars, 1.5" x .095" Since you meet the wall thickness requirement, as well as have a 'greater-than-minimum' diameter, I personally would say that your cage meets the rules as outlined in the CCR.
