D series engine compression ratio question

I've read & re-read the 2012 rules, googled this, searched forums, you name it and I'm still confused.

Under section 5. Classification of Vehicles, 5.1, H2 “Limited Preparation” Vehicles the D16 engine is listed at having a max compression ratio limit of 12.5:1.

However under section 8, 8.1 Engine, h)Compression may be increased one half (.5) a point greater than OEM number. Which one is the one to go by?

For H4 you would follow the rules in 8.1.

For H2 you follow the table in 5.1 (Assuming your car is not a restricted prep or factory prep car. I doubt you would put a D series in a TSX, S2000, etc.)
