NASA techs will still go over the car and your tech sheet before signing off and putting sticker on windshield. Thats why I stopped going to my local shop for it ahead of time. When it's convenient, I've had a shop on the list pretech my car. I went straight to the nasa volunteer handing out the tech stickers and handed them the signed off form.
