Track width/thickness of toe plates?

I've bought new wheels and am using a collection of spacers I already have to effect track width. When using the "standard" longacre tow plates you are technically measuring track width AND the thickness of the tow plates themselves......do you subtrack the thickness of the (2) tow plates.

 

I'm currently about 1/32-1/16 over when measuring the outside of the plates. (and I'd rather not have to buy MORE spacers to get under the limit)

Track width is to the inside of the toe plates - subtract the plates thickness.
