6.5.2 Modification Factors

Tire Size:

NASA Section Width 266mm or smaller (DOT-approved)

Or any currently produced size 245 or smaller =+.6

NASA Section Width 267mm to 282mm(DOT-approved)

Or any currently produced size 275 = +.3

(Note: Deletion of the use of labeled tire size occurs May 31, 2018)

Size 9.5” (241mm) or smaller (non-DOT approved) = +.6

Size 10.5” (267mm) to 9.6” (244mm) (non-DOT approved) = +.3

are size 10.5" non dot approved tires subject to the "nasa section width" procedure?

or is any non-dot approved tire labeled 10.5" or 267mm to 244mm good for the +.3?

I missed this

6.5.1 definitions 3)non dot tires use the number on the side

so, for example, the s80 265/645/18 has a listed section width of 10.9" but it is stamped 265 and gets the +.3.
