What constitutes a 'rocker'? ST legality question

Perhaps this is a simple question. Rules state the rocker panel cannot be modified. Is a wheelwell vent as pictured legal? or does that count as rocker modification?  (not my car pictured, but this would be for a TT/ST3 car)

That appears to be a fender modification, not a rocker panel modification--which is permitted in ST3/TT3.
